Herbert Yardley had established America's first codebreaking agency in 1917. His unit was closed in 1929 by Henry Stimson, who intoned, "Gentlemen do not read each other's mail." Yardley then wrote a best-selling memoir, "The American Black Chamber", which detailed… the exploits of the State Department's Cipher Bureau, and disclosed codemaking and breaking to the public.
