Par Peter L. Biro. 2024
Section 33 – what is commonly referred to as the notwithstanding clause (NWC) – was written into the Canadian Charter…
of Rights and Freedoms to allow Parliament and the provinces to provisionally override certain Charter rights. The Notwithstanding Clause and the Canadian Charter examines the NWC from all angles and perspectives, considering who should have the last word on matters of rights and justice – the legislatures or the unelected judiciary – and what balance liberal democracy requires. In the case of Quebec, the use of the clause has been justified as necessary to preserve the province’s culture and promote its identity as a nation. Yet Quebec’s pre-emptive and sweeping invocation of the clause also challenges the scope of judicial review and citizens’ recourse to it, and it tests the assumption that a dialogue between the judiciary and the legislature is always preferable in instances in which the legislative branch decides to suspend the operation of certain Charter rights and freedoms. By virtue of its contested purposes, interpretations, operation, and applications, the NWC represents and, to an extent, defines both the character and the very real vulnerabilities of liberal constitutionalism in Canada. The significance, effects, and legitimacy of the NWC have been vigorously debated within scholarship and among politicians and activists since the patriation of the Canadian Constitution in 1982. In The Notwithstanding Clause and the Canadian Charter leading scholars, jurists, and policy experts elucidate and prescribe reforms to the application of this consequential clause about which so much is written, and around which there is relatively little consensus. This book examines the meanings that were attached to the terms “parliament” and “parliamentarism” in the different historical and discursive…
contexts of the late Russian Empire, revolutionary and Soviet Russia, and the Soviet Union. It discusses those institutions referred to as parliaments by contemporaries, gives special attention to their functions, and traces the broader debates on parliamentarism within Russia and the Soviet Union, in Russian émigré circles, and among foreign observers. It highlights that only the late imperial and perestroika assemblies can be considered legislative institutions that expressed dissensus but argues that other assemblies, often referred to as “rubber-stamp” parliaments due to their lack of legislative competence and influence over other authorities, should not be dismissed. The Supreme Soviet, for instance, provided an integrative function binding society and elites in a top-down manner, while its deputies engaged in information acquisition and state micromanagement through interactions with their constituents. It also played an important role in interparliamentary relations and, as one of the first institutions of nominal parliamentarism in an autocratic single-party regime, of which there were many in the twentieth century, served as a model for numerous state socialist regimes. By addressing the role of parliaments in reassembling imperial spaces through political representation and the functions of nominal legislative institutions, the book explores the contribution of Russian and Soviet assemblies to global political modernity. The EU and China: Avoiding a New Cold War (ISSN)
Par Thomas Meyer, José Luís de Sales Marques. 2024
This edited book is devoted to an analysis of how the multiple modernities approach might help strengthen the strategic autonomy…
of the European Union and foster cooperative EU–China relations at a time when some observers believe that a new global cold war may be on the horizon. An international, interdisciplinary team of eminent scholars analyzes both the forces causing dangerous tensions to escalate and those that might stabilize the situation. Whether from China or Europe, the authors largely converge in their diagnoses. To serve its own vital interests, the EU can and must play the role of a politically independent actor, a mediator committed to the preservation of a fair and peaceful rules-based order. To do that, it must first pinpoint the economic and political concerns that it shares with both China and the USA, using them as guidelines in developing its own global strategies. The chapters collected in this volume try to shed light on that endeavor. Additionally, several aim to clarify China’s true intentions in international politics, beyond the rhetoric of conflict in which all parties presently engage. What role does Asia’s leading power actually aspire to play in world politics? The book will be of interest to students of history, international relations, international political economy, European and Chinese studies, and military and security affairs.Furthermore, its timely subject should stimulate debate among a wider audience of journalists, policy professionals, and politically engaged readers the world over.Social Structure Adaptation to COVID-19: Impact on Humanity (The COVID-19 Pandemic Series)

of schools, public health, the workforce, and technology adoption. It explores social themes in society, economy, policy, and culture and draws on a social framework to describe key functions of societal adaptation to the pandemic.Edited by Suresh Nanwani and William Loxley, the volume is grounded in the study of system components and their objectives to improve overall well-being given the ill effects of the COVID-19 pandemic. Chapters explore interconnected social networks and how sectors restructured themselves to stabilize or transform society. International contributors from 20 countries offer case studies that highlight key themes including personal connectivity, societal equality, well-being, big data, and national resilience. They predict how impactful the pandemic might be in reshaping the future and assess how the COVID-19 pandemic has affected school system shutdown, public health collapse, business closures, public policy failure, and technology-driven social media acceleration.Offering insights into how institutions and sectors work together in times of crisis, and how COVID-19 has restructured social behavior, Social Structure Adaptation to COVID-19 will be valuable reading for scholars and students of sociology, political science, anthropology, comparative international development, psychology, and education. It will also be of interest to policymakers concerned with education, work and organizations, and media and technology. The Open Access version of this book, available at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 international license.Economy, Society and Politics: Socio-economic and Political Education in Schools and Universities
Par Christian Fridrich, Udo Hagedorn, Reinhold Hedtke, Philipp Mittnik, Georg Tafner. 2024

thinking and acting as well as the collective perception of solution options that their still low attention in university teaching and school education is surprising. Phenomena such as pandemics, climate change, migration or authoritarianism make the close, complex and contradictory connections between economy, society and politics tangible. Against this background, socioeconomic research, teaching and education are urgently needed. The theme volume aims to contribute to this by presenting research contributions on problem complexes such as economy and democracy, perspectivity and multiperspectivity, situation, interest and politics, subject and subjectification, and discipline and curriculum. After Auschwitz: The Difficult Legacies of the GDR
Par Enrico Heitzer, Martin Jander, Anetta Kahane, Patrice G. Poutrus. 2021
From the moment of its inception, the East German state sought to cast itself as a clean break from the…
horrors of National Socialism. Nonetheless, the precipitous rise of xenophobic, far-right parties across the present-day German East is only the latest evidence that the GDR’s legacy cannot be understood in isolation from the Nazi era nor the political upheavals of today. This provocative collection reflects on the heretofore ignored or repressed aspects of German mainstream society—including right-wing extremism, anti-Semitism and racism—to call for an ambitious renewal of historical research and political education to place East Germany in its proper historical context.Latin America and Refugee Protection: Regimes, Logics, and Challenges (Forced Migration #41)

underpaid teachers, and greater inequality. But, as Robert Asen reveals here, the damage that market-based education reform inflicts on society runs much deeper. At their core, these efforts are antidemocratic.Arguing that democratic communities and public education need one another, Asen examines the theory driving privatization, popularized in the neoliberalism of Milton and Rose Friedman, as well as the case for school choice promoted by former secretary of education Betsy DeVos and the controversial voucher program of former Wisconsin governor Scott Walker. What Asen finds is that a market-based approach holds not just a different view of distributing education but a different vision of society. When the values of the market—choice, competition, and self-interest—shape national education, that policy produces individuals, Asen contends, with no connections to community and no obligations to one another. The result is a society at odds with democracy.Probing and thought-provoking, School Choice and the Betrayal of Democracy features interviews with local, on-the-ground advocates for public education and offers a countering vision of democratic education—one oriented toward civic relationships, community, and equality. This book is essential reading for policymakers, advocates of public education, citizens, and researchers.Green Finance in China: Policies, Experiences and Challenges (Contributions to Finance and Accounting)
