Part I deals frontally with the twilight of critical thinking that has led to a dramatic weakening of the critical examination of issues, and the process of inquiry that has been significantly weakened by ever narrower perspectives.Part II focuses on two mental prisons: the obsessive and reductive insistence on a quantophrenic twist (only that which can be quantified counts); and the failure by crucial partners to live up to the requirements of their burden of office in circumstances when disloyalty considerably enfeebles the possibility of effective collaborative governance and the chance for organizations to succeed.Part III suggests that it is not impossible to get rid of the blinders preventing the adoption of more synoptic approaches, and the exploration of more imaginative designs to repair our organizations and institutions. In Part I, it shows first how the governance approach has emerged in response to the limitations of the two main cosmologies that have dominated the 20th century scene type-I liberalism rooted in the market and decentralization; and type-II liberalism rooted in statism and centralization. It proposes a better way to respond effectively to the challenges of effective coordination when power, resources and information are widely distributed into many hands and heads. This new approach has been criticized by the defenders of the ruling cosmologies, but it has evolved effective prototypes of inquiring systems capable of guiding the search for effective wayfinding and for the design of organizational arrangements ensuring effectiveness, resilience and innovation. In Part II, it explores how the governance approach may help in tackling wicked policy problems where ends are neither well known nor agreed upon, and means-ends relationships are either poorly understood or unstable. Three somewhat different cases are discussed: equality where a dominant ideology of egalitarianism in democratic societies is challenged with great difficulty by a cosmology of equability; diversity where, in Canada, maximum diversity would appear to be regarded as optimal diversity, and multiculturalism is propagandized as the nec plus ultra response even though it may be shown to be toxic; and sustainability, where the problem definition and the general direction in which a viable organizational learning regime will emerge are unclear. Parce que leurs revenus ne proviennent pas de la taxation de la population, ils sont réputés autonomes et peu dépendants de la société dont ils sont issus. Cette étude compare les différentes périodes de l’histoire de la Malaysia, utilisant les indicateurs conventionnels pour classifier des États rentiers : les activités d’exportation, la structure de la taxation, les investissements publics et les choix gouvernementaux en matière de développement socio-économique, ainsi que le cadre législatif autoritaire. L’ouvrage analyse la stabilité politique du régime non-démocratique de la Malaysia. Le troisième tome a fait un relevé de divers aspects du Canada français dont on devra tenir compte si on veut développer un avenir pour la diaspora canadienne-française. Voilà qui préparait à aborder de front, dans le tome IV, le défi de réinventer le Canada français en tant que diaspora canadienne française antifragile. Au cinquantième anniversaire de la rupture de 1967 qui avait marqué une césure entre le Québec et le reste du Canada français dans la grande unité du Canada français, l'objectif de ce travail est clair : débroussailler et bien faire comprendre sur quelles réalités on pourrait réinventer le Canada français à partir de Nouveaux États Généraux. La première portion de l'ouvrage fait l'inventaire des grands paramètres (y compris le bijuridisme) avec lesquels il faudra composer dans cette aventure. La première partie de l'ouvrage passe en revue le terrain des opérations en portant une attention particulière aux mythes et fausses représentations qui ont toujours cours, ainsi qu'aux difficultés d'apprentissage aigües qui sont susceptibles de créer des blocages aux projets de renaissance du Canada français qu'on pourrait envisager. La seconde partie propose d'autres éléments incontournables dans tout projet de ré-imagination d'un Canada français modernisé parce qu'il devra passer par des paris sur la gouvernance culturelle et la polyphonie. The contributors in this collection focus on three recurrent themes: the issues arising from the management of ethno-cultural diversity; the existence of internal nations in Canada (the First Nations and the Quebec nation in Quebec), the presence of linguistic minorities (French and English), and the questions of identity linked to citizenship in a federal context that allows for the presence of multiple loyalties; and the specific challenges raised by globalization and the extension of economic integration, particularly between the United States and Canada. Robichaud in New Brunswick and the modernisation of Acadian institutions during the 1960s, the 1970s saw the rise of ideologies and engagements that furthered the activism of the previous decade. How such governments manage to remain in power (viability) and gain support for their legislative proposals (effectiveness) has not been investigated thoroughly. Three theoretical perspectives (the rational choice tradition, new institutionalism, and the party politics and party systems approach) are used to examine the dynamics at play.Data for four minority governments (Diefenbaker 1957–58, Pearson 1963–65, Clark 1979–80, and Harper 2006–08) have been gathered from archival records, debates and votes in the House of Commons, autobiographies, third party accounts and earlier studies on minority governments. Viability and effectiveness would appear to depend on (1) bargaining power (interparty dynamics and intra-party cohesion) and (2) agenda control (House business, confidence tests and other institutional features). This series intends to be one of many construction sites to experiment with various dimensions of an effective and practical version of this new approach. Metagovernance is the art of combining different forms or styles of governance, experimented with in the private, public and volunteer sectors, to ensure effective coordination when power, resources and information are widely distributed, and the governing is of necessity decentred and collaborative. The series invites conceptual and practical contributions focused on different issue domains, policy fields, causes célébres, functional processes, etc. to the extent that they contribute to sharpening the new apparatus associated with collaborative decentred metagovernance. In the last few decades, there has been a need felt for a more sophisticated understanding of the governing of the private, public and social sectors: for less compartmentalization among sectors that have much in common; and for new conceptual tools to suggest new relevant questions and new ways to carry out the business of governing, by creatively recombining the tools of governance that have proved successful in all these sectors. These efforts have generated experiments that have been sufficiently rich and wide-ranging in the various laboratories of life to warrant efforts to pull together what we know at this stage. This first volume in the series attempts to scope out, in a provisional way, the sort of general terrain we are going to explore. It is not meant to impose boundaries or orthodoxies, but only to loosely identify the horizons and the frontiers, as we perceive them at the time of launching this journey. begins with an examination of the fragmented nature of public health in Canada, identifies some major fault lines that characterize the public health realm, and reviews briefly the notion of network governance. Part 2 looks at specific public health theatres: crisis issues such as SARS and the HlNl pandemic, and the ongoing work of the Canadian Heart Health Initiative. It also examines the Pan-Canadian Public Health Network as the key piece of network infrastructure at the national level. It seeks to demonstrate that current governance structures and mechanisms are inadequate to deal with the governance challenges facing public health, and that network governance, appropriately applied, is a means through which public health in Canada can better achieve its objectives. d’œil rétrospectif sur la période avant la Révolution tranquille; dans le second, j’ai décrit le monde qui a émergé autour de la Révolution tranquille. Ce troisième volet invite le lecteur à se mobiliser pour aider à construire une diaspora canadienne-française antifragile. Délibérément indéterministe, cet ouvrage invite à mettre en place un système d’enquête pour développer des formes de gouverne inédites mieux ajustées à la réalité diasporique et évolutionnaire du Canada français, et davantage focalisées sur la poursuite d’objectifs de vitalité communautaire plutôt que sur un repli vers l’autoconservation linguistique. La première partie de l’ouvrage passe en revue l’outillage mental nécessaire pour construire la sorte de gouvernance baroque dont le Canada français, comme bien des entités post-modernes, a besoin : une gouvernance eunomique – c’est-à-dire qui convient – et antifragile – c’est-à-dire qui accroît sa robustesse à proportion qu’elle est soumise à des pressions accrues. La seconde partie de l’ouvrage fait un peu de rétroprospective – comme dirait Jacques Lesourne. Elle cherche à comprendre comment les divers acteurs et porteurs de projets au Canada français ont interagi dans le passé récent au plan socio-économique, impolitique et civique, comment ils ont engendré des pathologies de gouvernance, et comment ils nous ont révélé un peu de leur âme au fil des circonstances – tout cela pour aider à circonscrire les scénarios plausibles. La troisième partie met en garde contre certaines forces obscures qui promettent de ralentir le processus d’apprentissage collectif sur lequel le système d’enquête que je propose doit aboutir : parlementeries, technocratie, idole de l’adjudication, désinformation et corruption – autant de forces que le citoyen en tant que producteur de gouvernance va devoir neutraliser autant que possible. La conclusion propose une feuille de route vers une diaspora canadienne-française qui voudrait continuer à progresser, à se transformer de manière créatrice et fructueuse, tout en préservant une identité migrante.
