prompt preventative measures in protecting the interests of the society in times of grave crises. However, the exercise of emergency powers should not undermine a nation’s commitment to democratic values, such as maintaining the rule of law and upholding fundamental human rights. The COVID-19 pandemic has posed grave threats to the lives and health of individuals. However, since the constitutions of South Asian nations do not permit the proclamation of an emergency on health grounds, executives of these nations were constrained to rely, among other things, on ordinary legislation to tide over the threats posed by the pandemic. Although these statutes entrust the executive with extensive emergency powers, they do not simultaneously stipulate any safeguards subjecting the exercise of such powers to a reliable system of checks and balances. Accordingly, this book critically examines the exercise of emergency powers in the South Asian nations to tide over threats posed by the COVID-19 pandemic, which had a profoundly adverse impact on the human rights of individuals. Such exercise of powers was consistent with the general tendency demonstrated by succeeding generations of the executives in these nations to use emergency situations as the convenient means for imposing long-lasting limitations on the rights of individuals. Consequently, this book identifies the flaws, deficiencies, and lacunae of the legal framework in these nations, which permit the executive to assume unfettered power in the exercise of emergency measures at the expense of the liberty of individuals. Uncomfortably Off reveals that those generally considered to be the most affluent feel anxious about the future and struggle to keep up, or even to stay put. They are starting to doubt their common sense ideas about hard work and meritocracy as work pays less and less and life is becoming more uncomfortable. This book makes two crucial arguments. First, reducing income inequality will benefit everyone, even those quite near the top. Second, we need to understand the anxieties of high earners to understand their politics. As leading managers and professionals they have disproportionate influence on the institutions that rule over our public life. Focussing on the period between 1885 and 1939, the book explores how the Scottish machinery of government handled the administration of ‘foreigners.’ The author uses a comparative, thematic approach to analyse migrant experiences, identities, and relationships with state institutions. Drawing from state records held by the National Records of Scotland in Edinburgh, the book argues that Scottish officials in semi-autonomous boards began to recognise, describe and enumerate the presence of the ‘foreigner’ in the early twentieth century, framing their handling of foreignness in accordance with the Aliens Act of 1905. The author goes on to explain that institutions operating in Scotland developed a distinctly Scottish approach to alien matters, which continued up until the Second Word War. Therefore, an increasing number of importantdecisions affecting migrants were taken by a distinctly Scottish machinery of government, impacting on how Scottish officials understood foreignness, and how those identified as foreigners understood their identity in relation to Scottishness. RAF Volunteer Reserve officer, John Mitchell was mobilized on the outbreak of war—and just missed going to join a Battle Squadron in France where he would have undoubtedly been killed. Instead, he was posted to No. 58 Squadron flying Whitleys, surviving a tour of operations in 1940–41 that included ditching in the North Sea. Awarded the Distinguished Flying Cross, he was sent to the US, becoming involved in the development of the first navigation training simulators with the famous Link Trainer factory. There, he was awarded the US Legion of Merit, signed by Harry S. Truman. Then, returning to the UK in 1942, he was personally selected to join the crew of Winston Churchill&’s private aircraft, one of the early prototype Avro Yorks called Ascalon. For two years he navigated Churchill to conferences around the world—from North Africa to Italy, the Middle East to Moscow, including the famous Teheran and Yalta conferences. He also flew &“General Lyon&” (aka His Majesty George VI) on several occasions. After the war, he enjoyed an eventful career as an air attaché, including an intelligence posting to Moscow, and was senior navigation officer for the long range exercises over the Pole in the converted Lincoln, Aries III. His is an exceptional story, told with wit and verve to military aviation historian Sean Feast, who adds authoritative and informed insights.
