However, the exercise of emergency powers should not undermine a nation’s commitment to democratic values, such as maintaining the rule of law and upholding fundamental human rights. The COVID-19 pandemic has posed grave threats to the lives and health of individuals. However, since the constitutions of South Asian nations do not permit the proclamation of an emergency on health grounds, executives of these nations were constrained to rely, among other things, on ordinary legislation to tide over the threats posed by the pandemic. Although these statutes entrust the executive with extensive emergency powers, they do not simultaneously stipulate any safeguards subjecting the exercise of such powers to a reliable system of checks and balances. Accordingly, this book critically examines the exercise of emergency powers in the South Asian nations to tide over threats posed by the COVID-19 pandemic, which had a profoundly adverse impact on the human rights of individuals. Such exercise of powers was consistent with the general tendency demonstrated by succeeding generations of the executives in these nations to use emergency situations as the convenient means for imposing long-lasting limitations on the rights of individuals. Consequently, this book identifies the flaws, deficiencies, and lacunae of the legal framework in these nations, which permit the executive to assume unfettered power in the exercise of emergency measures at the expense of the liberty of individuals. Currently the most performed procedure for liver surgery is still the classic intrafascial approach in which, after entering the Glissonean sheath, the portal triad elements are singularly dissected and isolated. However, this is a quite challenging technique to pursue in a minimally invasive setting. Nowadays the laparoscopic and robotic approach for liver resections are increasing worldwide and the intra or extra hepatic Glissonean approach, in which the portal triad elements are dissected and isolated “en bloc” without entering the Glissonean sheath, can facilitate the surgical technique. Furthermore this strategy allows better identification of the ischemic area and could decrease blood loss during dissection, as the liver inflow is kept under control. Focussing on the period between 1885 and 1939, the book explores how the Scottish machinery of government handled the administration of ‘foreigners.’ The author uses a comparative, thematic approach to analyse migrant experiences, identities, and relationships with state institutions. Drawing from state records held by the National Records of Scotland in Edinburgh, the book argues that Scottish officials in semi-autonomous boards began to recognise, describe and enumerate the presence of the ‘foreigner’ in the early twentieth century, framing their handling of foreignness in accordance with the Aliens Act of 1905. The author goes on to explain that institutions operating in Scotland developed a distinctly Scottish approach to alien matters, which continued up until the Second Word War. Therefore, an increasing number of importantdecisions affecting migrants were taken by a distinctly Scottish machinery of government, impacting on how Scottish officials understood foreignness, and how those identified as foreigners understood their identity in relation to Scottishness.
