Systemic Thinking for Public Managers: Five Practices for Creating a Vibrant Organization
Par Sheila Murphy, Tracey Regenold, Philip Reed. 2024
Offering a pathway to vibrant organizations, this book integrates systems thinking, critical thinking, and design thinking, and provides the tools…
needed to proactively apply them in the social systems where we live and work. Systemic thinking—the combination of systems thinking, critical systems thinking, and design thinking—provides a way of addressing the complexity of problems faced by public sector managers. Far too often systemic thinking has been discussed theoretically rather than practically. This book changes that, enabling public sector managers and leaders to connect staff, partners, and stakeholders in the pursuit of thoughtfully designed and responsive service. Clearly written and designed to be put to immediate use on the job, each chapter provides a discussion of one specific practice. Included are guiding principles, a case study, relevant practical tools, and suggestions of for additional practice and reading.Using this book, managers of social systems such as public welfare, healthcare, public schools and libraries, housing and community development, and students of public administration will gain a deeper understanding of organizational systems and design, and a new toolkit to fortify their own organizations. The Organisation of Crime and Harm in the Construction Industry (Routledge Studies in Organised Crime)
Par Jon Davies, Hanna Malik. 2024
Drawing on empirical work and secondary analysis from the UK and Finnish construction industries, this book contributes a deep-rooted analysis…
of construction industry harms that originate from corporate-industrialstate processes. The UK context arguably represents a classic ‘neoliberal’ system categorised by privatisation of services and minimal regulation, whereas Finland broadly provides a ‘social democratic’ alternative with its relatively strong national regulation and public sector oversight of industry. These concepts interlink strongly with the notion of state-corporate crime, since this perspective shifts attention away from individualistic explanations for crime and harm towards symbiosis between states and corporations. This book argues that existing explanations based on organised crime and individual ‘rogues’ are insufficient to account for the wider range and subtlety of harms that occur in construction, and therefore offers a unique perspective into organisational, industry, and state dynamics in this sector. An accessible and compelling read, this book will appeal to students and scholars of criminology, sociology, organized crime, and those interested in harms in the construction industry. The Inflection Election: Democracy or Fascism in 2024?
Par Mark Green. 2024
Rep. JAMIE RASKIN (D-MD): &“This fine book is an essential primer about the stakes in &’24. We owe Mark a…
debt of gratitude.&”LAURENCE TRIBE: &“Written with searing clarity and biting humor.&” The Inflection Election: Democracy or Fascism in 2024? aims to warn busy and credulous Americans that this November will be a choice between a Party of Progress and a Party of Dangerous Extremism that may determine the path for American governance for generations. This is not a &“both-sides&” analysis by a journalistic spectator, but is instead a blunt &“one-sided&” guide by an experienced partisan—a public interest lawyer, elected Democrat, and prolific author. Mark Green makes the case for Democracy and Freedom and against Trump&’s blatant Caesarism and MAGA&’s fringeworthy agenda. While neither side has a prohibitive advantage as of mid-2024, the stakes are no mystery. If the GOP should now win both the White House and Congress—with a reactionary Supreme Court already in its column—a numerical minority of Americans would then enjoy a temporary governing majority that could cancel a century of progress and make the world&’s oldest democracy no longer democratic. There must be a word that binds together such threats but it sure isn't &“conservative&” in the way Eisenhower, Reagan, or the Bushes would have understood it. For if all the corruption, lies, violence, and racism described throughout The Inflection Election were aggregated into a pointillist painting, the portrait would resemble Orbán far more than Obama. This is extremism posing as patriotism . . . whether it&’s called fascism, dictatorship, autocracy, or authoritarianism. While the country can hope that the courts will hold Trump accountable, Green concludes that crushing it in 2024 is the best way to return to a healthy two-party system where losers respect the choice of voters, like in the good old days of 1789–2020. In a likely close 2024 national contest, The Inflection Election is an entertaining and informative manifesto that will become part of this year&’s urgent political conversation. It is a one-stop primer that synthesizes fresh phrases, narratives and values to keep Democrats on offense and Trump&’s MAGA party on-the-ropes. Green&’s conclusion is that the GOP &“sounds like a casting call for the delirious jury in the classic film Idiocracy, which was supposed to be a satire on reverse Darwinism, not reality TV.&” November 5, 2024 is either/or time. This book explains why.Domestic Enemies: The Founding Fathers' Fight Against the Left
Par Daniel Greenfield. 2024
The secret history of the American Left. The Left is America&’s oldest enemy. It was here long before the 1960s, calling…
for the execution of George Washington, plotting to stop the ratification of the Constitution, and collaborating with foreign enemies. Stolen elections, fake news, race riots, globalism, and socialism aren&’t new problems; Americans faced them from the very beginning. Domestic Enemies reveals the true origins of the Democratic Party and its radicals, who—even two centuries ago—were calling for the redistribution of wealth, the end of marriage, and the use of schools for political indoctrination. From political battles to street fights, Domestic Enemies takes you into the heart of a century of forgotten struggles between America&’s greatest heroes—such as Washington, Hamilton, Davy Crockett, and Abraham Lincoln—and radical villains like Aaron Burr. This is a 1619 Project for the American Left: a history of the Democrats as you&’ve never heard it before, told through the political debates, naval battles, race riots, scandals, secret societies, and domestic terrorism that made the Left what it is today. Learn how the Founding Fathers defeated the Left before, and how we can beat it again.Digital Health Care outside of Traditional Clinical Settings: Ethical, Legal, and Regulatory Challenges and Opportunities
Par I. Glenn Cohen, Daniel B. Kramer, Julia Adler-Milstein, Carmel Shachar. 2024
Health care delivery is shifting away from the clinic and into the home. Even prior to the COVID-19 pandemic, the…
use of telehealth, wearable sensors, ambient surveillance, and other products was on the rise. In the coming years, patients will increasingly interact with digital products at every stage of their care, such as using wearable sensors to monitor changes in temperature or blood pressure, conducting self-directed testing before virtually meeting with a physician for a diagnosis, and using smart pills to document their adherence to prescribed treatments. This volume reflects on the explosion of at-home digital health care and explores the ethical, legal, regulatory, and reimbursement impacts of this shift away from the 20th-century focus on clinics and hospitals towards a more modern health care model. This title is also available as Open Access on Cambridge Core.European Human Rights Grey Zones: The Council of Europe and Areas of Conflict
Par Null Andrew Forde. 2024
Forde examines the effectiveness of the human rights system of the Council of Europe (CoE) in conflict-affected regions and advances…
a novel approach to understanding how the European Convention on Human Rights can better serve the 10+ million rights-holders living in so-called human rights 'grey zones'. Building on the premise that nowhere in Europe should be deprived of access to Europe's human rights architecture, Forde argues that areas of conflict give rise to a collective public order imperative on Member States to seek maximal effectiveness of the CoE human rights system. Despite Kosovo's sui generis status, much of the CoE's experience of engagement with Kosovo could inspire more proactive efforts in relation to other areas of conflict. This book advocates a judicious engagement of the CoE's unique assets and acquis in affected regions based on the collective responsibility of Member States and the normative will of the Secretary General.World on the Brink: How America Can Beat China in the Race for the Twenty-First Century

Par Katalin Petho-Kiss, Rohan Gunaratna. 2024
Petho-Kiss and Gunaratna understand the nature of the threat posed by the far right because of their findings and they…
propose effective provisions and mechanisms for detecting and countering it.The book undertakes a consistent procession and empirical examination of available information to arrive at the recognition that in order to dissolve the complexity of the associated threat, we need to scrutinize the functioning of far-right threat groups. In-depth and consistent analysis on their mode of operation and mindset enables us to identify ways to detect and counter their malicious efforts and activities. The theoretical framework for the analysis lies upon the concept of wave theory. The main question that this book examines is whether far-right terrorism constitutes a new wave of global terrorism. One question emerges from this statement that requires further elaboration. Is far-right terrorism a novel wave of terrorism? If yes, how is it novel and what are the novelties or developments in it?This book is for scholars as well as practitioners in the counter-terrorism (CT) and the prevention/countering violent extremism (PCVE) field. Through specific case studies students studying CT and/or PCVE could gain insight into the operational functionalities of far-right threat groups. This may help them to get a more accurate understanding of the threat posed by these entities. Examining the recruitment, funding, communication practices, and modus operandi of worrisome threat actors equips us to design the most effective countermeasures and identify the hiatuses in applicable legislative regimes. This book is an international history of the foundation of modern arms control, highlighting the fact that the instrument is…
varied, resilient, successful, and enduring. The narrative begins after the Napoleonic wars when newly arisen peace movements focused on arbitration as a path to “ending the war system.” It moves on to the international community’s embrace of “total and complete disarmament” and then to its acceptance of more limited measures by 1968, including the agreements that remain in force today. The book connects the past to the present of multiple negotiations, successful and failed, and underlines how the peace movement increasingly influenced the national policy of the major Western powers, especially the United States. It also highlights the increasing diversification of arms control players, including women and people of color as well as the countries they represented. Based on original research in multinational records and the latest scholarship, the book illustrates the reasons multilateral arms control remains a key instrument of international relations. The chapters are organized both chronologically and thematically, with the result that they cover different amounts of time in order to encompass a given issue and to capture the development of particular threads. The main narrative evolves into a decadeslong quest for a global treaty on “general and complete disarmament,” which otherwise paces the book and shapes its chapters. This book will be of much interest to students of arms control, global governance, peace studies, and International Relations. The Constitutional Courts of Small Jurisdictions (Small State Studies)
Par Danny Pieters. 2024
The Constitutional Courts of Small Jurisdictions identifies features and challenges common to the constitutional courts of small state jurisdictions in…
Europe. The constitutional courts of the following small state jurisdictions are explored: Andorra, Cyprus, Estonia, Liechtenstein, Luxembourg, Malta, Monaco, Montenegro, and San Marino. For each country’s constitutional court, the following matters are examined: the history of the court; its composition; its standing and the types of proceedings; jurisdiction of the court; procedural steps and rules; the nature and effect of the decisions rendered; relations with other courts (CJEU, ECHR, etc.); and current issues and future developments. The book concludes by identifying some common features and challenges that constitutional courts of small states are confronted with, formulating recommendations for other small state jurisdictions across the world. This book will be of great interest and use to practitioners and scholars working in and researching constitutional law in general, and constitutional courts in particular. It will be invaluable for those dealing with small states, as it pays attention to an often forgotten - but important - aspect of the rule of law, and thus also of democracy.Space Policy for the Twenty-First Century
Par Wendy N. Whitman Cobb, Derrick V. Frazier. 2024
A foundational, accessible overview of space policy in the United States This book provides readers with the first comprehensive overview…
of major space policies in the United States and a framework through which to analyze them. It examines all facets of space policy—civilian, military, and commercial—and presents this material accessibly for use by readers at multiple levels, from undergraduate courses to government practitioners making and implementing policy. The first section offers a history of space exploration, focusing on the US within a global context. The second section looks at the actors and institutions involved in setting space policy in a government based on the separation of powers, including the president, Congress, NASA, and the Department of Defense. The book concludes with chapters on the different sectors of space policy, as well as questions this field will face in the future. As policymakers and business leaders become increasingly aware of the everyday systems that depend on space technologies, such as communications, mapping, and weather monitoring, and as space becomes a more visible arena for commercial competition, potential humanitarian gain, and military threats, Space Policy for the Twenty-First Century helps students and professionals navigate the complexity of space as a policy area. The Puerto Rico Reconstruction Administration: New Deal Public Works, Modernization, and Colonial Reform
Par Geoff G. Burrows. 2024
An important New Deal program that shaped the relationship between Puerto Rico and the United States This book explores the history…
and impact of the Puerto Rico Reconstruction Administration (PRRA), the most important New Deal agency to operate in Puerto Rico and the largest created for any United States territory. Geoff Burrows demonstrates how the PRRA improved living conditions across the island in the wake of destructive hurricanes and the Great Depression, while at the same time producing a reformed, strengthened, and lasting colonial relationship between Puerto Rico and the United States.Using previously untapped archival sources and a wide range of primary and secondary texts, Burrows follows the agency from its founding by President Roosevelt in 1935 to its ending in 1955, situating its public works program in both Puerto Rican and New Deal contexts. The PRRA built the Caribbean’s first modern cement plant; implemented widespread rural electrification through the building of seven hydroelectric dams; constructed hurricane-proof houses, schools, and hospitals; and improved transportation and communication across the island. Puerto Rican engineers, planners, and officials took a leading role in these initiatives, which provided them social mobility and transformed the island’s economy from agricultural to industrial. The first institutional history and critical examination of the agency, The Puerto Rico Reconstruction Administration engages questions about the New Deal’s global reach. It investigates how New Deal agendas refashioned U.S. colonialism in Puerto Rico and indirectly contributed to the island’s current debt crisis and response to recent natural disasters such as Hurricane María.Architecture against Democracy: Histories of the Nationalist International
Par Reinhold Martin, Claire Zimmerman. 2024
Examining architecture&’s foundational role in the repression of democracy Reinhold Martin and Claire Zimmerman bring together essays from an…
array of scholars exploring the troubled relationship between architecture and antidemocratic politics. Comprising detailed case studies throughout the world spanning from the early nineteenth century to the present, Architecture against Democracy analyzes crucial occasions when the built environment has been harnessed as an instrument of authoritarian power. Alongside chapters focusing on paradigmatic episodes from twentieth-century German and Italian fascism, the contributors examine historic and contemporary events and subjects that are organized thematically, including the founding of the Smithsonian Institution, Ellis Island infrastructure, the aftermath of the Paris Commune, Cold War West Germany and Iraq, Frank Lloyd Wright&’s domestic architecture, and Istanbul&’s Taksim Square. Through the range and depth of these accounts, Architecture against Democracy presents a selective overview of antidemocratic processes as they unfold in the built environment throughout Western modernity, offering an architectural history of the recent &“nationalist international.&” As new forms of nationalism and authoritarian rule proliferate across the globe, this timely collection offers fresh understandings of the role of architecture in the opposition to democracy. author Luca Caminati analyzes the work of influential Italian filmmakers Roberto Rossellini, Pier Paolo Pasolini, and Michelangelo Antonioni as they engaged politically and aesthetically with the global landscapes and politics of the Cold War period. As documentaries, the films considered in this book record specific manifestations of political sensibilities of the twentieth century. As bodies of work, they reveal that the traveling auteurs who made them were symptomatic actors in complex geopolitical networks. As cultural objects reflecting and shaping contemporaneous debates, they provoke a complex afterlife at home and abroad. In the three chapters dedicated to Rossellini in India, Pasolini in Africa and the Middle East, and Antonioni in China, Caminati pays particular attention both to the reception that these films had in the countries where they were shot and to their legacies in Italian film history. As it follows the entanglements of filmmakers, artists, and activists involved as allies or direct witnesses to momentous political change, this book sheds new light on anticolonial struggles, the reaffirmation of the Non-Aligned Movement, and the consolidation of the Chinese Communist Party.Win or Else: Soviet Football in Moscow and Beyond, 1921–1985
Par Larry E. Holmes. 2024
In Win or Else, Larry E. Holmes shows us how Soviet football culture regularly disregarded official ideological and political imperatives…
and skirted the boundaries between socialism and capitalism. In the early 1920s, the Soviet press denounced football as a bourgeois sport that was injurious to both mind and body. Within that same decade, however, it blew up, becoming the most popular spectator sport in the USSR and growing into a fiercely competitive business with complex regional and national bureaucracies, a strong international presence, and a conviction that victory on the field was also a victory of Soviet supremacy. Writing as both historian and fan, Holmes focuses his study on the provincial Kirov team Dinamo from 1979 to 1985, when the club played at both its worst and its best. Spurred by a dismal 1979 season, the team's administrators and regional authorities had two options: obey Moscow's edict to reduce expenditures on professional sports or seek out new—and often illicit—funding sources to fill out a team of champions. Drawing on rich archival materials as well as newspapers and interviews with former players, Win or Else reveals the foundations of Soviet sports culture—and the hazards that teams faced both in victory and in loss.A powerful case for why majority rule—not representation—is the defining feature of democratic politicsThe idea that democratic governance rests on…
active self-rule by citizens plays surprisingly little part in current theories of democracy, which instead stress the importance of representation by elected, appointed, or randomly selected bodies such as legislatures, courts, and juries. This would have astonished eighteenth-century theorists of democracy, who viewed universal suffrage and majoritarian voting as the sole criteria for democratic politics. Active and Passive Citizens defends the view of these earlier thinkers, asserting that individual agency is the very essence of democracy. In this provocative and lucidly argued book, Richard Tuck draws on the distinction made by the Abbé Sieyès, a leading political theorist of the French Revolution, between &“active&” citizens (the electorate) and &“passive&” ones (those who are represented by the institutions of the state). Tuck traces our current representative view of democracy to Sieyès and contrasts him with Rousseau, a theorist of active self-rule by the people. Tuck argues that modern theories of democracy have effectively turned us into passive citizens and calls for a renewal of a majoritarian democracy that realizes the full potential of active citizenship.Based on the prestigious Tanner Lectures delivered at Princeton University&’s Center for Human Values, Active and Passive Citizens is edited and introduced by Stephen Macedo and includes commentary by political theorists Simone Chambers, Joshua Cohen, John Ferejohn, and Melissa Schwartzberg.Beyond Mestizaje: Contemporary Debates on Race in Mexico
Par Tania Islas Weinstein. 2024
Racism has historically been a taboo topic in Mexico. This is largely due to the nationalist project of mestizaje which contends…
that because all Mexicans are racially mixed, race is not a salient political issue. In recent years, however, race and racism have become important topics of debate in the country’s public sphere and academia. This book introduces readers to a sample of these diverse and sometimes conflicting views that also intersect with discussions of class. The activists and scholars included in the volume come from fields such as anthropology, linguistics, history, sociology, and political science. Through these diverse epistemological frameworks, the authors show how people in contemporary Mexico interpret the world in racial terms and denounce racism.Sustainable Spaces in Arid and Semiarid Zones of Mexico (The Latin American Studies Book Series)

positions, methodologies and perspectives form and clash together through a kaleidoscopic view to contribute a unique insight into critical modern slavery studies. Providing a platform to critique the legal, ideological and political responses to the issue, experts interrogate the construct of modern slavery and the anti-trafficking discourse which have dominated contemporary responses to and understandings of exploitation. Drawing on a range of global real-world examples, this is a vital contribution to the study of modern slavery.
