Celler’s almost fifty-year career was highlighted by his long fight to eliminate national origin quotas as a basis for immigration restrictions and his battles for civil rights legislation. In Emanuel Celler: Immigration and Civil Rights Champion, author Wayne Dawkins introduces new readers to a figure integral to our contemporary political system. Celler’s own immigrant background framed his lifelong opposition to immigration restrictions and his corresponding support for reducing barriers for immigrant entry into the United States. After decades of struggle, he proposed and steered through the House the Hart-Celler Act of 1965, which eliminated national origins as a consideration for immigration, profoundly shaping modern America. Celler was also a consistent advocate for civil rights. As chairman of the House Judiciary Committee from 1949 to 1973 (except for a break from 1953 to 1955), Celler was involved in drafting and passing the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Civil Rights Act of 1968. During his career he was also deeply involved in landmark antitrust legislation, the establishment of US ties with the state of Israel, and the Gun Control Act of 1968, and was the author of three constitutional amendments, including the 25th that established presidential succession. Gessler tracks many neighborhood cooperatives, spanning from the 1890s to the present, whose alliances with union, consumer, and social justice activists animated successive generations of regional networks and stimulated urban growth in New Orleans. Studying alternative forms of social organization within the city’s multiple integrated spaces, women, people of color, and laborers blended neighborhood-based African, Caribbean, and European communal activism with international cooperative principles to democratize exploitative systems of consumption, production, and exchange. From utopian socialist workers’ unions and Rochdale grocery stores to black liberationist theater collectives and community gardens, these cooperative entities integrated marginalized residents into democratic governance while equally distributing profits among members. Besides economic development, neighborhood cooperatives participated in heady debates over urban land use, applying egalitarian cooperative principles to modernize New Orleans’s crumbling infrastructure, monopolistic food distribution systems, and spotty welfare programs. John Etty explores Soviet graphic satire through Krokodil and its political cartoons. He investigates the forms, production, consumption, and functions of Krokodil, focusing on the period from 1954 to 1964. Krokodil remained the longest-serving and most important satirical journal in the Soviet Union, unique in producing state-sanctioned graphic satirical comment on Soviet and international affairs for over seventy years. Etty’s analysis of Krokodil extends and enhances our understanding of Soviet graphic satire beyond state-sponsored propaganda.For most of its life, Krokodil consisted of a sixteen-page satirical magazine comprising a range of cartoons, photographs, and verbal texts. Authored by professional and nonprofessional contributors and published by Pravda in Moscow, it produced state-sanctioned satirical comment on Soviet and international affairs from 1922 onward. Soviet citizens and scholars of the USSR recognized Krokodil as the most significant, influential source of Soviet graphic satire. Indeed, the magazine enjoyed an international reputation, and many Americans and Western Europeans, regardless of political affiliation, found the images pointed and witty. Folwell traces the attempts of white and black Mississippians to address the state’s dire economic circumstances through antipoverty programs. At times, the war on poverty became a powerful tool for black empowerment. But more often, antipoverty programs served as a potent catalyst of white resistance to black advancement. After the momentous events of 1964, both black activism and white opposition to black empowerment evolved due to these federal efforts. White Mississippians deployed massive resistance in part to stifle any black economic empowerment, twisting antipoverty programs into tools to marginalize black political power. Folwell uncovers how the grassroots war against the war on poverty laid the foundation for the fight against 1960s liberalism, as Mississippi became a national model for stonewalling social change. As Folwell indicates, many white Mississippians hardwired elements of massive resistance into the political, economic, and social structure.
