Par Ursula C. Schroeder and Fairlie Chappuis. 2016
Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In…
attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book was published as a special issue of International Peacekeeping.Peace Operations and Human Rights

Old sergeants say, "we're here to defend democracy, not to practice it!" But are they right? The special mandate with…
which defence and security organizations are tasked imposes unique constraints with respect to the accommodation of diversity which differs from those faced by any other public or private organization. Yet, the compound effect of demographic, political, economic, social and legal pressures is making diversity as inevitable in the defence and security sector as in any other organization in advanced industrialized democracies. Owing in part to a dearth of research on the way the defence and security sectors can leverage diversity to enhance their functional imperatives, such sectors have been reticent about diversity. The chapters in this volume strive to enlighten the debate by laying out the concepts, clarifying theoretical issues, and providing empirical evidence. The case studies draw on Canada, Guyana, the Netherlands, South Africa, and the United Kingdom. They examine ethno-cultural, gender, and sexual-minority diversity in a variety of missions, including Bosnia-Herzegovina and Afghanistan. The chapters are notable for their methodological pluralism and interdisciplinary range including political science, sociology, anthropology, and psychology. Although scholarly in nature, the book is readily accessible to professionals and practitioners alike. Par Conan Fischer, Alan Sharp. 2008
Designed to secure a lasting peace between the Allies and Germany, the Versailles Settlement soon came apart at the seams.…
In After The Versailles Treaty an international team of historians examines the almost insuperable challenges facing victors and vanquished alike after the ravages of WW1. This is not another diplomatic history, instead focusing on the practicalities of treaty enforcement and compliance as western Germany came under Allied occupation and as the reparations bill was presented to the defeated and bankrupt Germans. It covers issues such as: How did the Allied occupiers conduct themselves and how did the Germans respond? Were reparations really affordable and how did the reparations regime affect ordinary Germans? What lessons did post-WW2 policymakers learn from this earlier reparations settlement The fraught debates over disarmament as German big business struggled to adjust to the sudden disappearance of arms contracts and efforts were made on the international stage to achieve a measure of global disarmament. The price exacted by the redrawing of frontiers on Germany’s eastern and western margins, as well as the (gentler) impact of the peace settlement on identity in French Flanders. Par Ilkka Taipale, Vappu Taipale. 2015
Many countries have the capacity to construct nuclear weapons - even relatively poor and small ones, as the North Korean…
example shows us. So far, only one country - South Africa – has voluntarily given up its nuclear weapons programme. Three others - Ukraine, Kazakhstan and Belarus - gave up the Soviet Union’s nuclear weapons after the end of the Cold War. A number of others (including Australia, Sweden and Switzerland) have at one time or another made plans to build nuclear weapons, but eventually opted not to do so. These stories can shed significant light on the prospects for nuclear disarmament – one of the biggest global challenges of our time. Yet they have received little scrutiny in the academic literature to date. This volume addresses that gap, bringing together scholars, practitioners and politicians to reflect on the history of nuclear exits (and nuclear non-entries) and to draw out some key lessons for future nuclear disarmament and non-proliferation efforts. Although progress on reducing nuclear arsenals has been frustratingly slow, there are strong indications that world opinion is increasingly supportive of nuclear exits. Organizations such as International Physicians for the Prevention of Nuclear War, the International Committee of the Red Cross and the World Medical Association have all taken a strong stand against nuclear weapons. Ultimately ridding the world of nuclear weapons requires politicians to take determined action – to decide in favour of nuclear exits. The chapters in this volume show that such decisions are possible and that a worldwide nuclear exit is achievable – within our lifetimes. Par Hans-Georg Ehrhart, Hendrik Hegemann and Martin Kahl. 2015
Recent debates in security policy have highlighted trends towards fragmentation, informalisation and privatisation in the diverse field of security policy,…
with its increasingly transnational security risks. In this context, the concept of security governance has risen to prominence and has inspired much valuable research. Yet, there are not only very different conceptual understandings of security governance; there is also a lack of clarity regarding its empirical manifestations and normative connotations. After a decade of research, this book therefore puts security governance to the test and scrutinises its analytical and political pitfalls and potentials. It reviews the concept of security governance and identifies central conceptual, empirical and normative challenges that need to be addressed. Moreover, this book scrutinises critical examples of security governance from EU security policy as well as in a comparative regional perspective. Case studies include EU efforts to counter piracy off the coast of Somalia, combat terrorism inside European societies and protect critical infrastructures. This book was originally published as a special issue of European Security.Childhood and the Production of Security
Par J. Marshall Beier. 2017
Responding to security scholars’ puzzling dearth of attention to children and childhoods, the contributors to this volume reveal the ways…
in which they not only are already present in security discourses but are actually indispensable to them and to the political projects they make possible. From zones of conflict to everyday life contexts in the (post)industrial Global North, dominant ideas about childhood work to regulate the constitution of political subjects whilst variously enabling and foreclosing a wide range of political possibilities. Whether on the battlefields of Syria, in the halls of the UN, or the conceptual musings of disciplinary Security Studies, claims about or ostensibly on behalf of children are ubiquitous. Recognizing children as engaged political subjects, however, challenges us to bring a sustained critical gaze to the discursive and semiotic deployments of children and childhood in projects not of their making as well as to the ways in which power circulates through and around them. Par Jonas Lindberg and Camilla Orjuela. 2016
Corruption is a serious concern, one which can undermine state legitimacy, exacerbate inequality, and affect trust between social groups. Such…
effects are particularly problematic in societies that have gone through violent conflict, and are struggling to rebuild institutions, restore social trust, and recover economically. While anti-corruption measures are increasingly integrated into post-conflict programs, war-time structures and practices of corruption often prevail. This book explores corruption in post-war societies by focusing on the important issues of power, inequality and trust. To understand post-war power structures, and the extent to which they engrain, challenge, or transform corrupt practices, we need to study what kind of peace has emerged. The empirical cases in this book offer a variety of post-conflict situations, demonstrating how corruption is played out in, depending on the type and extent of international intervention, and in the case of a victor’s peace, a contested peace, a partial peace etc. The chapters illustrate the experiences and perceptions of people on the ground in post-conflict societies, and by giving much space to local dynamics, the book shifts the focus from external intervention and actors to local contexts, striving for greater understanding of the interplay between corruption, power, inequality, and trust in post-war societies. This book was originally published as a special issue of Third World Quarterly.Jihadist Insurgent Movements
Par Paul B. Rich and Richard Burchill. 2018
This path-breaking collection of papers examines the phenomenon of jihadist insurgent movements in the Middle East and North, East and…
West Africa. It argues that military and strategic analysts have paid insufficient attention to the phenomenon of jihadism in insurgent movements, partly due to a failure to take the role of religion sufficiently seriously in the ideological mobilisation of recruits by guerrilla movements stretching back to the era of "national liberation" after World War Two. Several essays in the collection examine Al Qaeda and ISIL as military as well as political movements while others assess Boko Haram in West Africa, Al Shabaab in Somalia and jihadist movements in Libya. Additionally, some authors discuss the recruitment of foreign fighters and the longer-term terrorist threat posed by the existence of jihadist movements to security and ethnic relations in Europe Overall, this volume fills an important niche between studies that look at Islamic fundamentalism and "global jihad" at the international level and micro studies that look at movements locally. It poses the question whether jihadist insurgencies are serious revolutionary threats to global political stability or whether, like Soviet Russia after its initial revolutionary phase of the 1920s, they can be ultimately contained by the global political order. The volume sees these movements as continuing to evolve dynamically over the next few years suggesting that, even if ISIL is defeated, the movement that brought it into being will still exist and very probably morph into new movements. Jihadist Insurgent Movements was originally published as a special issue of Small Wars & Insurgencies.EU Counter-Terrorism and Intelligence: A Critical Assessment
Par Javier Argomaniz, Oldrich Bures and Christian Kaunert. 2016
The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens…
with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. In pursuing this goal, this volume presents the views of leading experts casting a critical eye over the EU's performance, recognising achievements but also being suitably critical when the realities did not match the European rhetoric. In doing this, the book makes a significant contribution not only to the scholarly investigation of European Union policies, but also to the study of counter-terrorism in general. This book was published as a special issue of Intelligence and National Security.Along the Way: The Life, Lessons, and Legacy of Father Hugh F. York Daily News columnist and onetime director of communications for Menachem Begin, explores this partnership in A Match Made in Heaven. Over the course of a year, Chafets spent quality time with Jerry Falwell, visited Jewish cadets at West Point, attended the world’s biggest Christian retail show, journeyed to the Holy Land with a band of repentant Christian pilgrims, and broke bread with George W. Bush and five hundred Jewish Republicans. A Match Made in Heaven is the often hilarious story of Chafets’s quest to get to the root of a very serious question: Why do Evangelicals support Israel so strongly? Equal parts history, comedy, travelogue, and political tract, it is a smart and adventurous religious and political odyssey. Zev Chafets was born and raised in Pontiac, Michigan. After graduating from the University of Michigan, he moved to Jerusalem, where he spent 33 years in politics, government, and journalism, including a stint as director of communications for Prime Minister Menachem Begin. Chafets is a former columnist for the New York Daily News, as well as a founding editor of Jerusalem Report magazine and the author of nine books of fiction, media criticism and social and political commentary. The History of the British 'U' Class Submarine

Peter the Great created a navy from nothing, but it challenged and soon surpassed Sweden as the Baltic naval power,…
while in the Black Sea it became an essential tool in driving back the Ottoman Turks from the heartland of Europe. In battle it was surprisingly successful, and at times in the eighteenth century was the third largest navy in the world - yet its history, and especially its ships, are virtually unrecorded in the West. This major new reference work handsomely fills this gap, with a complete and comprehensive list of the fleet, with technical detail and career highlights for every ship, down to small craft. However, because the subject is so little recorded in English, the book also provides substantial background material on the organisation and administration of the navy, its weapons, personnel and shipbuilding facilities, as well as an outline of Russias naval campaigns down to the clash with Britain and France known as the Crimean War.Illustrated with plans, paintings and prints rarely seen outside Russia, it is authoritative, reliable and comprehensive, the culmination of a long collaboration between a Russian naval historian and an American ship enthusiast.EDUARD SOZAEV is an established Russian naval historian with a number of books to his credit. JOHN TREDREA, his translator, editor and long-term collaborator, is an American ship enthusiast with a life-long interest in the Russian navy.Letters on the Wall: Offerings and Remembrances from the Vietnam Veterans Memorial

This is a Soul: The Mission of Rick Hodes
Par Marilyn Berger. 2010
"Whoever Saves a Life, It Is Considered as If He Saved an Entire World"Dr. Rick Hodes arrived in Africa more…
than two decades ago to help the victims of a famine, but he never expected to call this extremely poor continent his home. Twenty-eight years later, he is still there. This Is a Soul tells the remarkable story of Rick Hodes's journey from suburban America to Mother Teresa's clinic in Addis Ababa, Ethiopia. As a boy, Rick was devoted to helping those in need, and eventually he determined that becoming a doctor would allow him to do the most good. When he heard about famine in Africa, that's where he went, and when genocide convulsed Rwanda, he went into the refugee camps to minister to the victims. When he was told that Ethiopia was allowing its Jews to emigrate to Israel, he went to help. While there, he was drawn to Mother Teresa's mission in Addis Ababa. It was there that Rick found his calling when he began caring for the sickest children in one of the world's poorest countries. But he did more than that—he began taking them into his home and officially adopted five of them. This Is a Soul is also a book filled with great joy and triumph. When Rick's kids return from surgery or life-saving treatments, he is exultant. "Seeing these people after surgery is like going to heaven," he says.Marilyn Berger went to Africa to write about Dr. Hodes, but while there, she became involved with the story. When she came upon a small, deformed, and malnourished boy begging on the street, she recognized immediately that he had the exact disease Rick could cure. She took him to Rick, who eventually arranged for the boy to have a complicated and risky surgery, which turned out to be incredibly successful. The boy's story—intertwined with Rick's, and Marilyn's as well—is unforgettable in its pathos and subtle humor. This Is a Soul is not just a story of the savior and the saved, it is a celebration of love and wisdom, and an exploration of how charity and devotion can actually change lives in an overcrowded, unjust, and often harsh world.
