an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation.Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. Despite the rich tradition of rights at the state level, rights in America have been identified almost exclusively with the national Bill of Rights. Indeed, there is no work that provides a comprehensive treatment of the early state declarations of rights. Rather, these declarations have been viewed as halting first steps towards the adoption of the national Bill of Rights in 1791. Bringing together the full text of the rights provisions from the 13 original states and Vermont, this book presents America’s first tradition of rights on its own terms and as part of this country’s heritage of rights. Early chapters will examine the sources of these rights and provide a comparative framework. An introduction to each chapter will review that state’s colonial history, focusing on any charters or legislation related to rights protections that help explain its constitutional provisions. arbitration based on the compromissory clause in IIAs as an alternative means of resolving investment disputes in light of the global debate on the shortcomings of investor-state arbitration. The book’s main conclusion is that state-to-state arbitration may be used as an alternative to currently popular investor-state arbitration by resolving procedural hurdles which impede its acceptance. It becomes more important with the removal of investor-state arbitration as an option in certain recent IIAs, which then elevates state-to-state arbitration as the sole option for binding third party dispute resolution in the treaty. Even then, it is unlikely to replace investor-state arbitration completely due to its inherent shortcomings, such as the risk of re-politicising disputes and a lack of direct control over the process for the affected investors. Nevertheless, the availability of an alternative forum will benefit all parties involved, as they will no longer be wholly dependent on investor-state arbitration, which can be affected by events such as denunciation from the ICSID Convention or the refusal of a host state to enforce an arbitration award.Bulldog

The items published in these pages disclose many sharp practises which, aside from their interest as facts not generally known, are valuable as information for the man who would engage intelligently in horse buying and selling. The writer and publishers of this book desire to expose these tricks, and to decry their practise in the markets and among outside dealers and breeders. &“Forewarned is forearmed,&” and the information here given will doubtless save many a man from loss, and tend to make dishonesty less rife because less likely to succeed.
